If you want to make a complaint against an FSA-regulated institution, there is a defined process; you need to give NatWest the opportunity to respond before going to the FOS, which is why the ombudsman didn't investigate your complaint. Once you have complained to NatWest, and they have issued their full and final response, then you can complain to the ombudsman.
