My computer will no longer read anything newly connected to the computer (USB) unless...

...i restart it!?!? Ok so ever since i uninstalled Norton (it was bringing in more viruses than stopping) i can no longer simply plug my mp3 player in and get it to be read. I can't lug my external hard drives in. And i can't watch DVD's on the computer any more because that screwed up! Im working off a pile of junk! Its a windows XP, packard Bell. I uninstalled the DVD driver because that usually works...but it hasn't. How can i get my computer to read my things?????HELP
 
plug in your device, wait till it says successfully installed the software, next, go to device manager and highlight your device and click scan for hardware changes above...then it should work
 
reinstall USB drivers Norton had control over them and probably didnt release registry on removal
