my computer is mega slow and its acting weird?

well i got a microsoft windows xp home edition version 2002 service pack 3..eeepc intel(R) celeron(R)m processor 900MHz 897MHZ, 0.99 gb of ram so yeah its acting weird when i go to start turn off and i press shut down when it turns off turns on like if i press restart but no i press shut down and its a proble to get on internet its frees or when i open a video from my videos opens a photo or some other video and my computer has been like this like for 2 weeks but before was all right and yes i download 1 program photoshop so i dont know if that was the problem i dont have a antivirus but like can you guys tell me some antivirus thats worth it but not too expensive. thanks
 
AVG has a free version, but David J.'s idea sounds about like what I would do. I usually do a reformat and recovery when I get a virus. Just make sure you have a way to save everything you want to keep like a CD, DVD, or flash drive.
