My computer and phone won't connect with bluetooth?

It's worked before. Same computer, same phone. Both have bluetooth, and I've sent songs before. It also won't let me change the setting on my computer so it is visible on bluetooth, and it won't pick up my phone signal. (Trying to send a picture to my PC). It should work. I don't know how to fix this.
