Your "clock spring" is most likely the problem. Funny name I know, its a ribbon of wire connections that wraps around when you turn the wheel to keep a connection to the cruise module. I've done many of them on fords. Also less common could be the actual switch that you press on the wheel. Diagnoses requires use of an ohmeter at the wires in the module connector. PS each switch sends a different resistance 10k ohms, 500 ohms ect. to differentiate bettween which button was pushed.
