...to settle down? Why is he like that?
He sings, yells, jokes while we are talking to clients at the wrong moments.
What does he have to prove?
 
This IS a problem for management. Whatever his reasons are, I doubt he will change by one or two of you commenting. It might even make the situation worse, or enable him to claim harassment if he has some mental problem the company is aware of. I would go to my immediate superior and have a talk, singly or in a group. If you turn out to be the only one bothered enough to complain, however, then that makes you look bad.
