Most likely its a short circuit, or maybe just a bad cigar lighter, and you're looking at 2 - 5 hours of labor at a car electrician for the short circuit, and 45 minutes of labor for a bad cigar lighter. I dont know what it costs where you live, but the average hourly wage where I live is about $70. What Vince suggested is an option, but it'd end up costing you that hourly wage anyway if you dont know how to install it. My suggestion would be to either order, or go to a parts store, and buy a new cigar lighter assembly, then take it to a mechanic and have them install it. If it doesnt work, then you have a short circuit. Wiring is simple for a cigar lighter, but its wrapped through the dash which takes time. Just a power wire and a ground, with a switch in the cigar lighter to turn on or off the power. Plus the short could be before the fuse box, or after the fuse box. Take the cheaper route first, then build up to the expensive route.
