My car rims are 16 MAZDA 6 2009 and i will change it to 18 is this effect in...

I do not think you will notice a differance as long as the diameter of the tire is the same. If the diameter of the tire is changed remember, it will not affect the speedometer by a constant rate, but as a percentage. I.E. if its 5mph off at 50mph, then it could be 7mph off at 70mph.
 
Yes changing rim and tire size can effect the accuracy of your speedometer. 18's are going to be a heavier wheel..they will effect acceleration to a very slight degree and also fuel mileage..although it should be very minimal.
