I use my old 430EZ in manual mode and it works perfectly fine. Now, I recently got an used 540EZ and it seems to work in full power all the time, even when I set the flash in manual mode at 1/64 or lower. I tried it on my Canon EOS 1D and I still have the same problem. Thanks.
