My bike tire is kinda wobbly, how can i fix it?

ok well, last year i picked up biking and i love it! when i took my bike out from the shed i notced it needed some tuning and i got no money so i disided to do it my self... now i fixxed a bunch of things already i even searched the internet on how to true a tire and i need i perfected it and now my tire doesnt wobble BUT! if you look at the tire form the side it wobbles that way almost as if more oval then a circle (not that bad but just too explain) how do i fix this without ruining the side to side wobble?
sorry i ment to to say rim not tire ive already taken the tire off i found it easyer to true. its the rim itself that like this..
 
The are three potential basic causes or combinations of them

The wheel hub bearings, the spokes, the rims

Generally there are two main types of bearings used in the bicycle wheel hubs. Cheaper to manufacture loose ball bearings that can contribute to such wobble due to uneven wear among the balls. Higher-end caged ball bearings last much longer before the wobble can be noticed. Not much you can do but to replace with new bearings (I am looking at this for mine)

Spoke(s) stretched/shortened through entensive/exccessive usage/accident(s), inproper storage, overweight cyclist (like me), overspeed on uneven ground, can deform the spoke(s) resulting in wobbly wheel(s)/ride. Need to true the wheels, spoke by spoke (ther eis limitation how much can be corrected)

Wheel rim(s) can be distorted/twisted over bumpy routes, potholes, cracks/gaps in the route, overweight cyclist, overspeed on uneven ground. Need to true the wheel spoke by spoke ( there is limitation how much can be corrected)

There is no near perfect correction for badly damaged/distorted/warped wheelsets than good replacement wheelsets, if both wheel rims and spokes are involved with the bearings as well

Perhaps its more cosmetic than danger, if no overloading is invovled. So let us live with it for the time being, regularly true the wheelsets. Replace as soon as the budget is thereaper
 
You tire may need re seating, check to see if the rim is moving the same way. If the rim is ok it's the tire, take and remount it.
