My bike skips to the highest gear (7th) does that mean the rear derailleur...

...needs adjusting? When I ride at, left shift at 2, and the right at 5 or anything really, and when pedaling it will jump to the highest, how should I adjust my rear derailleur? Should I tighten or loosen the H or L screws? maybe the B? I'm sorry I'm so confused.
 
Do not touch a thing! This adjustment could be as simple as a barrel adjustment on the shifter to the rear derailleur and that is all it is - not on the rear derailleur you need to worry about. see here: http://bicycletutor.com/adjust-rear-derailleur/ follow these steps and this will help. Just watching this video does not a master bike mechanic make it still takes time to learn it properly. You would be better served by taking it to your local bike shop and let them do this the first time. Get yourself another junk bike that you can practice on !
 
It's more likely then not that the cable stretched. You want to adjust the barrel adjuster counter-clock wise one full turn to start and then 1/4 turn after you try it out each time. The "L" and "H" screws are limit stop adjustments and never need adjusting once they are set up. The "B" screw adjusts the angle of the derailleur and never needs adjusted once it is set up.

The barrel adjuster is located where the cable connects to the derailleur and will have little nubs on it to grasp as you turn.
Counter-clock wise will move it to the larger sprocket and clockwise will move it toward the smaller one. Make small 1/4 turn adjustments until it works smoothly.
