My betta fish is getting worste, help?

Ermm, okay, my fish is now worste, but its probably easier to diagnose, hes now got kinda white mold on him, and his tail is almost gone into thin lines, it wasnt bad when i left my home, but when i got home, he looked dead, and i poked him, and he didnt move, so i went to go get the net, but he popped back to life. I dont want him to die, so does anyone know what can be done, or even just tell me whats wrong and i can try find medicen, the sooner the better, hes disapearing! I think its fin rot :(
Ye, to answer Sara, the most worrying thing is before i got him, i went to to lots of pet stores looking for the right one. And yes, hes in a pretty big tank with a heater and filter, and ive done alot of research, and i could name the spicies. Thats propaply the worste part, ive done all i could and hes still dying.
 
It sort of sounds like fin rot or ich. They are probably treatable, but I haven't seen one that lays on it's side that recovers. That's some type of float bladder problem.
