I'd say he's either got dropsy or is constipated.

Look above him (or at his sides as he swims). Are his scales sticking out, like a pine cone? If his scales are sticking out, it's dropsy.
Unfortunately, this can be helped with medication early on (in some cases) but once the scales start to pop out and the stomach swells, the internal organs have typically begun to fail and there isn't much to be done.

If not, he might just be constipated. Cut back on foods high in protein, and feed him one or two microwaved peas (shell them first and smash them up with a fork). Afterward, don't feed him for two or three days.

How are you changing the water, and how often do you do this?

If you're changing too much at once, not treating the water correctly, or not allowing it to off-gas, you're going to eventually kill the fish. It causes all sorts of health issues, like it's being poisoned.
 
...could be wrong with him? I've had my betta fish for almost 9 months now, and he had his moments when he barely swam and he barely ate. But at the end i was able to help him get better. I changed his water in the tank a few days ago the same exact way i usually do and ever since then, his stomach expanded, (looks a bit swollen), he does not eat (all the blood worms remain floating on top of the water) and he does not swim around and is not active at all. I put in water condtioner and added some warm water, gave him pellets, but nothing seems to help. I don't know what to do, or what the problem may be.
