Why does my fish seem to have developed black, almost tar-looking, gunk under his front fins/gills? he also seems to be twitching alot, could he be dying ?

if so that's just his "beard"
if not (which it very well may not be since you said fins... but thought I'd check) could you describe it a little better than black gunk? where on the body is it.. like which fins?
the twitching however might be something to worry about...
bowl or tank?
what size is the bowl/tank?
is it heated?
is it filtered?
how often do you do water changes?
