Update your question with the following
1)Is the belkin router your modem or is it connected to a modem via ethernet cable
2)If it is your modem, did you put all the settings correctly that your ISP uses?
3)Internet light flashing means activity to the internet. When you connect a computer does it connect to the network but not go on the internet?
Answer those so we can pin point the problem
