My Acura Legend Burns Fuel ?

My Acura Legend burns fuel, I was thinking of getting a new fuel filter and or a new egr valve. The Fual Guage isnt acurate because it moves 2 to 3 degrees back and forth. So far i know the it is burning fuel quick, and the fuel gage rocks back and forth 2 to 3 degrees what could be the problem?
Its a 1990 Acura Legend Sedan. I already changed the oil filter, oil, ignition coil wire, and air filter
