My 99 Dodge Durango stopped and won't start after a rain storm?

I was driving and I was going through a big puddle of water while it was raining like crazy. Then my truck stopped then would not start. I let it sit for a little bit after the storm then it started. What is the issue here? need help.
 
Bill Clinton was in office in 1999, I believe this is 2011 in Obama is president time to get a smallest cars that get better mpg then this old gas guzzles from the clinton white house years.
