My 98 Honda Civic keeps overheating and I have changed the thermostat, radiator

Check and make sure the water pump is working correctly.
Did you bleed the cooling system? If not, bleed it.
Other than that, if the cooling system is working there aren't too many things that would cause the car to run hot. A lean running condition can cause the engine to run hotter than normal there's several things that can cause that. If your check engine light is on, get it checked, if its a bad o2 sensor thats probably tour problem right there. You could also have a clogged air filter. Ive seen some engines run a bit cooler after having a new filter installed though only if the old filter was really clogged up good.
