My 95 Dodge Ram wont go into 4 high or 4 low.?

The vacume lines appear to all be connected and it sounds like the 4wd is engaged but the light wont come on and the front tires wont pull. The transmission is also lugging down when i try to move the truck in 4 low. I also noticed I've lost fuel mileage if that would have anything to do with it.
 
i had the same problem it could be the actuator but on my truck 97 cummins there was a filter on the vacuum line that would not allow vacuum to pass you can find this filter right on the fire wall the vacuum line from the motor connects i put my line through and bypassed the filter and it works just as good
