My 94 Honda civic has a surging idle after driving for 5-10 min?

The car starts to get a surging idle after getting hot and temp gauge higher then normal. Fluctuates at different gears. Noticed steam leaking for radiator cap and coolant leaking. Cap seal is bad. Fan may be bad too. Not throwing codes either.

Any ideas other than the obvious fixes?
 
I agree that it screams head gasket but you shouldn't have steam leaking out of your radiator if that was the case. I'd check the fan and the water pump. Start your car and pop the hood. Look to see if the fan is kicked on, should take a few moments, or maybe instant. If that's not it then grab your top radiator hose and pinch it. You should feel noticeable pressure when you release it. If not then it's probably your water pump. I would check to see if it is your head gasket as well though. Go to a reputable place to get it done.
