93 honda Civic LX

(NOT THE HATCHBACK)
I was driving and its started boggling out, so i immediately pulled over and shut the car off, and now it wont start. here are some details on that issue to maybe help get an answer:
The motor was completly out of oil. (dried oil was on the dipstick)
No smoke came out of the engine bay.
The Heat meter on the dash went to the red before i stopped. ( becuase of lack of oil i believe, and I didnt realize the oil cuz the light didnt come on, and its a honda, it gave no warning signs whatsoever, was running great that morning.)
I just added 3 qts of valvoline High Mileage plus.
When I try to turn it over the starter works fine w/new battery i just got.
When i turn it over it doesn't make the spinning noise like when it turns over, its just one continuos noise, like the motor is stuck and it cant spin or what not. no clicks either, just one continuous noise.
thats all i know. Please help with a diagnosis. I live where i have to fix it myself you know. Thanks!!!!
