my 88 buick skylark runs real bad and sometimes dont start?

i know thats not a question but its the problem. i got a 88 buick skylark. it has the quad engine. sometimes it is just a pain to start and sometimes it just wont start. and also driving down the road it will spit and sputter and blow a lil black smoke. but if i floor it it will take off and run like a raped ape all the way well over a hundred. i have replace the coil pack boots twice cuz one looks a lil burnt. and we have been getting horrible gas milage to. it has about 270k miles on it. any ideals would be great cuz this is my girlfriends daily driver to get her to work and she cant drive a stick so my cars not an option for her. also its parked in the snow and i noticed behind her car where the tail pipe is is all black like stuff is dripping out the tail pipe.
i did check the oil and it does smell like gas. if its leaking internally what should i do. where would it be leaking? also where is the idle air fuel mixture solinoid
 
the following things affect your gas mileage.

spark plugs misfiring or not firing at all on startup (they can also calls the sputtering and so forth. check the plugs and wires, especially the spark plug gaps. they may be worn and time for new ones.)

fuel filter, clogged fuel filter can also call hesitation

air filter, dirty air filter will not help this situation. replace it

flush your engine. try and get as much gunk out of it as you can. I'm sure you have a lot based on the age of the car.

use high mileage oil when you change oil and filter.

Hi,
First check the air filter. The black stuff at the tailpipe is condensation and carbon/unburnt gas. It is probably the idle fuel mixture solenoid. It needs to be removed and cleaned or replaced.
