My 5 month old painted turtle has a soft shell, what should i do?

I believe he may have soft shell because the side of his shell bends and flexes. he is active, basks, and eats A-LOT. I supplement the water with the suggested amount of liquid chemicals. do i need to add a "supplement bone" to the water? his mouth is very small, so powder supplements on vegetables would be challenging. what is the best choice or combo of supplementation for my baby turtle?
It has a uvb bulb and a heat lamp.
 
Do you have a reptile light on the tank. Turtles need UV light to keep the shell from softening. You can't use a regular light bulb or fish tank bulb, it has to be a reptile UV light. You can get one at any pet shop.
