My 2004 honda accord struggles to turn on...?

It doesnt happen all the time, but everyone once in a while, my car struggles to turn on. and there has been a time where the car just stoped running. I got my battery tested and it turns out my battery is in perfect condition. I was told it might be my starter but I'm not sure.
 
It could be your starter...but that would have nothing to do with your car shutting off. The starter is used only to crank the engine before it is able to sustain power on it's own.

You're fuel pump could be going out..that's another possibility..but normally when they fail...they completely fail.
