My 2002 Dodge Neon wont start.?

So a year ago i bought my neon. 5 days later, check engine light came on. i dont have a warrenty and was told by family that there was nothing that i could do about that. so I just delt with it for a while.

Later, i got my oil changed and had them check to see why it was on. Leak in evap system. They said it was caused by my air intake boot. Well, a couple months later, my car wont start. Not even if you try to jump it. My dad suggested that it might be the saftey nuetral switch. so my fiance took it to a repair shop and they replaced the boot, but the car started up just fine for them, so they didn't look into the starting problem.

A month and a half later, my car wont start and guess what, light it still on. I replaced the fuel cap and took it down to another repair shop that a family friend works at, and $1300 later, my car is starting again. They did all my belts (which I knew needed to be done, had been saving money for it) replaced the starter, flushed the cooling system, replaced the spark plugs, had my tires replaced, and something else i cant remember. Oh ya, the water pump replaced. So I was depressed that I wouldnt be going to school that spring, but I had a working car again.

Then 2 months later, on mothers day, wouldn't you know it, my car isn't starting. It did it all day. The next day, it started just fine and didn't have any more problems (other than the damn engine light that has been on for a year!) excludeing the minor things I knew I still needed to have fixed. Yesterday, once again, my car wouldn't start. Now let me explain what it does.

You turn the key, all the dash lights come on, dome light, head lights, and all that. but all it does is make a sort of buzzing sound.Thats it. The battery cables have been cleaned several times, the grounding wires as well. We have narrowed it down to these two options. The saftey nuetral switch or the electrical part of the ignition switch. I am hoping its the ignition switch being as I have already had to put about $1400 in repairs this year and I still have 4 more years worth of payments. Any inpute?
