We've had it looked at but not by a licensed professional, he says that it is probably a wire connected to the battery but he can't say what's wrong with it. We've already bought a brand new starter so we know that isn't the problem. How do we fix this?

If the engine doesn't turn over, replace the battery. If it does, take it to a professional because there are several things that can cause the engine to not start.

take it to someone and have them properly trouble shoot it. it could be any number of things. solenoid, ignition switch, security malfunction. you may try leaving the key in the on position for 3 minutes and that should reset the anti theft on the ignition. a piece of lint on the key could trip it. best bet is to take it somewhere

It's impossible to say without a lot more detail, best thing is Always get it done right the first time.If you get people to tinker with it they could well compound the problem and then it will cost you more than if you took it to the pro.in the first place.
