My 2000 Cadillac Deville hit a curb pretty hard and the tire is pushed back?

I replaced the CV Axle which is helping it drive now but the whole tire and rim is pushed back near the fender. I took it to a shop and they said that once they install the inner and outer tie rods then they could put the tire back in place. I thought that the tie rods were only to turn the tire left and right? Do you think these guys are trying to pull a quick one or are they being honest? I desperately need some help, thanks!
 
I would have another reputable shop check it. You may possibly have an insurance claim (if you want to file one) due to the amount of damage.
 
It would be more than tie rods if the wheel is visibly pushed back.Something is bent.
