Assuming the horn on your CR-V works,, then the answer is that you have to hold the panic button down for at least one second. it will not work if you just press and release the button like you would to open or lock the doors.
also the panic button won't work if the key is in the ignition.
if the horn on the CR-V doesn't work no matter how correctly you operate the Panica Button the horn won't sound.
Here's what the owner's manual has to say on the Panic Mode feature
Panic Mode
Panic mode allows you to remotely activate your vehicle's security system to attract attention. When activated, the horn will sound for about 30 seconds.
To activate panic mode, press and hold the PANIC
button for about one second.
Panic mode will not activate if the key is in the ignition switch
To cancel Panic mode before 30 seconds, press any button on the remote transmitter. You can also turn the ignition witch to ON (II).
