My 1998 Honda Civic LX car keeps over heating and when i open the hood i noticed

hi - if there is damage to the radiator then i would get that replaced first. the car is probably loosing coolant due to the damage to the radiator hence your overheating. having the fans working or not will make no difference if you have a leak. replace the rad first then look at the fans - the fans won't run all the time, only when the coolant reaches a specified temp.
 
the fans werent spinning? I was told that the fans are run electric so does this mean my fan motor is out or is there a fuse that went out. also the smoke coming from the Radiator is coming through a crack on top of the Radiator the car is an automatic. one mechanic said that i need a new radiator but would that stop my fans from working? thanks for the help in advance.
