My 1996 dodge Caravan slows down when I'm driving?

My van starts to slow down when I'm driving in traffic and not even touching the brakes. What do you think is wrong with it and what should I do to fix it? I'm trying to avoid going to the mechanic but will if I really need to.
My mom would be driving at around 45mph but start slowing down to around 30 while she's accelerating but then it would "thump" and go back to 45 again.
 
Check the emergency brake cable to see if they are releasing. If they're OK, you could have a caliper that is starting to seize up. Both common problems.
You don't say whether the engine speed stays the same so I can only assume it's not engine related. Need more data.
