my 1992 Chevrolet Chevy Van wont star until I start it with jumper cables what could?

be the problem . the van will only start when we apply jumper cables to it
i also bought a new battery, so it cant be the battery
 
Could very well be the starter, too. If you're jumping it with a good battery then maybe it's giving the solenoid in the starter an extra "boost" that gets it going. I've also seen loose terminals that won't supply enough contact to get amperage to the starter, but when someone jumps the vehicle it squeezes the terminals enough to make that contact. If you jump it, it runs, and then shuts off after the terminals are taken off then likely it is the alternator. Go to Advance Auto Parts or any other auto parts store and they will do a system check, checking your battery, starter, alternator, and for any amperage drains all in one go.

Before replacing it, check the terminals to see if there is excess corrosion. Sometimes when there is a lot of corrosion, the battery doesn't get a proper connection and that can lead to your car not being able to start.

Your van needs a new battery. They cost anywhere from $70-200. Depends on what brand you buy. When you do replace it, buy an anti-corrosion spray that prevents corrosion from developing on your battery.
