my 1991 chevy 1500 4.3 V6 wont start?

my pickup i bought off of a friend that owned it and he said one day it ran and the other it wouldnt start we cannot figure out why the only way to even get it to turn over is to get the battery really really charged and hope it will turn over im not sure what the deal is here but i would love some answers as to what may be the problem
 
Back to basics. Make sure you have a fully charged battery.
1) Check for spark at the plugs. If yes then...
2) Check for gas at the fuel rail or carb, whichever, if yes then.....
3) Check for timing belt failure.
