i can put in a new spark plug and it will run good for a short time, then it will foul it out. the problem is getting worse. could it be the coil?

Could be a few things. How is the spark plug fouled?

Wet with fuel or excessive black soot. Too much fuel. Either the carburetor is set too rich or is malfunctioning and giving the engine too much fuel.

Oily? Worn piston rings or valve seals. Time for an overhaul. I consider this most likely on an ATV this old.

Coil may be weak.
Connections from the plug cap to the coil may be weak.
12 volt supply to the coil may be weak and contact may need to be cleaned.
You may be using the wrong plug.
It may not be properly gapped.
You air filter could be clogged.
You may have over filled the crankcase with oil as excess will get sucked up into the airbox and back thru the engine.

Defiantly time for an overhaul. Have the compression checked before you tear the engine down though in case the carb is improperly adjusted.
