My 1983 GM 5.0 228 mercruiser won't run right. Please help I need to fix fast as

I am a charter? I don’t know if you would know but I changed plugs, wires, points, condenser, and ran a compression test. If you know, is there anything else that could be wrong ? I am topping out at 3100 rpm at WOT. When it should be 4500-4600 RPM. I have just done everything I know of. Plus the carb was rebuilt last year. I have changed filters, (oil, Fuel). I have a ROCHESTER MARINE QUADRAJET CARBURETOR and cant find needle valve. I also cant find out what model the carb is??? The number on it is 17053280 1384. I cant think of what it could be besides the carb. I need this fixed within 2 days and dont want to pay for a dealer to fix it. Thank you
 
'83 merc -chev, with points? If it is quadrajet carbed , you have a serious melt-down of the fuel delivery system. Every part that stores, delivers and regulates the fuel/air delivery ,is way beyond hopes of restoring. I suspect the engine and exhauasts are dooly fried,as well! "83 chev engines were built with good long-block gaskets and bearings,but ,intake gaskets were common crap and the water-pump and pully's were very crap! "83 was a banner year for really bad quality-beyond the head-block-crank assembly of the stout long-block, core assembly!
