My 1980 ford F100 isn't starting when its cold sometimes it will and sometimes it...

...wont. whats wrong? the truck has all original parts apart from a new carb. My battery is fine and the ignition is ok but im not sure what else it could be anyone know? it usually only happens when its cold and the butterfly flap is always open and the engine turns

You answered your own question.

Along with a good tune up, the choke assembly needs to be repaired and adjusted.
 
I would say its the choke, the butterfly should be closed when starting in colder weather, try propping it closed and starting it, Any gasoline engine will need more fuel when started in cold weather, by closing the choke it cuts down the flow of air making it a richer mixture, as it warms up the choke should be opened to let more air into the mixture
