My 1 1/2 year old pit bull whines so much.?

She whines all the time when she's in the house,outside, with you without youjust non stop what's the problem she has another dog to play with a huge fenced in yard and tons of toys I need help this is crazy!!!
 
Is she spayed? If not, is she in heat? Or she can just have bad separation anxiety. Does she have enough toys and bones, get enough walks, attention, etc...anything change recently like a move or anything? Good luck
