I always though it was warning about false prophets but I'm sure I'm wrong. I suck at lyric interpretation. This is probably why I like pop music.
 
According to John Lennon, it was written about Timothy Leary's failed gubernatorial campaign in California against Ronald Reagan (which ended when Leary was sent to prison for possession of marijuana)...

While you are entirely free to "openly interpret" art (music, poetry, painting, dance, etc...) for yourself, most of the time the artist DID have something specific in mind, and it usually is not all that hard to uncover...
