I wouldn't advise this. There is the anti-theft system in the car not to mention all the other systems.
This repair involves at least two hours worth of work - you will have to disable the airbags (By the battery) and remove the steering wheel to do this repair. I would NOT recommend doing this if you don't know how. Airbags are not something tinker with if you are inexperienced. Not to mention it could be dangerous or deadly. You might want to take it to a body shop and see what they would charge to replace it - they are generally 1/3 cheaper than a mechanical repair shop. Look in your area and see if there is a Cadillac Body shop - I used to run one for 10 years, and I know they are around - and the techs know what they are doing.
