We streaked strains containing different mutations of the lac operon on minimal medium. This was sprayed with MUG. I want to know what does it mean when the plates fluoresce under UV light?

it is fluorescent when coliforms are present or even more specifically E.coli is present. E.coli is used to indicate if coliforms are present in a sample this is done by testing for E.coli which is present when water contamination in present. so basically E.coli was present in your sample in a decent amount.
