Movies set in UK, made in English, not released here

What the title says, really. Why would a studio make a film, in English, film/set it in the UK and not release it here?

Here are two recent examples:

Angel
Scoop

Neither of these films have a UK certification, and therefore can't be shown in Cinemas or released on DVD.

(I accept that neither are brilliant films - but lots of dross gets a release anyway).

Any others people can think of?

Looks like the distributor went bust.

Scoop - Woody Allen film. It was shown in Feb (2007) at the Glasgow Film Festival.

Yes, the man who now owns it has allowed the theme tune (which is great btw) to be used by radio host Clive Bull on LBC97.3 as his opening jingle.
