movie with two brothers one dies and a female cop falls in love with one?

I remember this movie froma while back that i watched it was about this brother whose older brother came to town and he was popular wth alot of people and tries to get the youunger brother to help him with soemthing then i remember the younger brother stoppin on the side of the road to take a piss and a femail cop comes up and he keeps pissing and she leaves then like the next day shes at his house and was like i didnt know he was your brother and after that i only remember that the 2 brothers get into some shit and some guy with a gun is chasing them in a car and shoots at them and hits the older brother and the older brother dies when they hide in a garage and the younger one stuffs a shotgun into the older ones sleve and when the guy chasing them comes in he shoots his already dead brother and says soemthing and laughs and thenthe younger one lifts the shotgun up and shoots the buy that shot his brother and then the female cop comes in and takes the gun from him and hugs him. if anyone knows or remembers what the movie is id be great full if you can tell me.
