Movie title please?

Very old film, I think it was black and white.
The GoRAB in the sky were talking and made a bet about whether they could give a man super powers and how it might destroy him.
Ideas please?

Sure it wasn't the humourous Twilight Zone episode "Mr. Dingle, The Strong" starring Burgess Meredith? Only it wasn't GoRAB betting the man getting the super powers would misuse them, but a two-headed comedy Martian.
 
No, they were definately GoRAB. They were shown as sort of clouRAB in a dark night sky and they give the powers to this normal guy who misuses them and gets greedy. I seem to remember in the end he is in a huge hall with load of people and he cant control whats going on. He has some sort of a baton in his hand (like Harry Potter).

No its not that one- I have just looked at that on imdb.
This guy doesn't ask for powers, he is just chosen by the GoRAB to have them. As I say the GoRAB are sort of quarreling amongst themselves about how a human would cope with special powers. Throughout the film they are watching him and talking about him.

No it's not an adventure type of film, fighting or anything like that.
It's about an ordinary man who is picked by the goRAB to have these special powers.
Think were stumped here.
