Movie and Music COpyright laws on youtube.?

Im some videos for youtube and i was wondering if there is some law against putting them with in a video. Now i know you can upload full songs and/or movies but can you show like 30 secs of a movie or play 30 seconds of a song. Or will this violate copyright laws even though the length of time is so small
