to project power the answer is the US and then the UK and then France due to blue water navies

It's hard to tell. Some nations on paper have decent forces (such as Russia) but their equipment or training isn't too good. Other nations have some technology but their forces aren't large enough.
I'd say US, Russia, India, and China are probably the only nations capable of invading another - although Russia, India, China can't project their power far away from their borders. Every other country just has enough troops/tech to defend themselves.
