I have a 20 gallon tank, $40, a filter and I want to buy tetra's....how many should I get and how many snails...what else do I need?

Skylla-a Greek mermaid
Meria-the sea
Lila-swiftly swimming up a stream
Brookley-small stream and 'Ley' rock
Keto-sea monster
Kaikala-sea and sun
Hana-flower of the sea
Whitney-white island
Avalena-island of apples
I'm thinking 2 snails (Lyn and Nea because Lynnea means 'twins') and 8 neon tetras....
