Mongolia bound

Hello,
My nanny will be in the Arlington, VA area until mid june. She needs a phone that she can make phone calls to friends here as well in Mongolia. She will then need to take it home to show off to her friends. She likes to listen to music and take pictures, so a microcard would be welcome. Also, Mongolia is a very fashion conscious country. Even though they do not have much money, so it must not be overly expensive. Is Voip possible as well?
So in short
quad-band,
sexy,
music,
camera,
exp. card
She likes to text message but no keyboard required.
She has no sim.

Do you know which carrier supports the cell system there?

VoIP on a cell phone is not very well implemented. I don't think very many, if any are capable as it is two different technologies. SKYPE might be the better solution for overseas (and the cheapest) but I don't think there is a version of that for cell phones either.
 
One, Mobinet. My moto clam shell worked just fine. Originally purchased from t-mobile. I just dropped in a sim card for Mongolia, china...wherever I was.
