Modify at Toyota 4Runner?

I have a 1999 Toyota 4Runner. It has a step thing beneath the doors like this: http://www.gunsmoke.com/cars/4runner/images/left_front_quarter.jpg

In that last picture, was the step thing taken off?
 
Yes generally they do come off they are bolted to the frame rail usually, held up by L shaped brackets, unbolt these from the frame. And yes they were off in the second pic.
 
yes you can remove the step i had some on my 94 bronco that i hated i just removed them and gave the truck a better look by far
