The Industrial Revolution, primarily. The creation of heavy factory machines created the need for factory workers. Bread-winners for families tended to demand too much in the way of wages. This cut down on profits and in the age of the Robber Baron this was absolutely not acceptable.

Being as running factory machines was mind-numbingly boring and repetitive hiring kids was seen as a solution. They could be paid little and readily beaten if they did not perform. There was no such thing as workers rights. Compulsory education laws had not yet been passed, so keeping kids out of school was not a problem. Many families needed the extra income so that was an incentive as well.
