Actually I think it represents Greater Azerbaijan (which would include the current republic and most of Nothern Iran). Even their flag is in the Azeri national colors.
Oh come now, Gundam series always has some inclination to the supernatural, let alone the surreal, so I'm sure that he'll appear in some capacity, as long as the Meisters still have a struggle to go on. Such is the imprint of a man like Lockon that his soul even transcenRAB death.
But still, having him gone leaves an empty spot on the Meister list. I hope the new one will help complement the three old. Four makes for such a terrific symmetry in terms of Gundam pilots.

Tieria's an odd situation because his Japanese voice is so distinctive. It's always going to be a problem, especially for those of us not fluent in Japanese, to compare the talent (or lack of) and nuances between the Japanese and English casting.
He's certainly one of the stronger voices in the dub. Just listen to him, he's a total arse. I bet he'll sell out the other Meisters first chance he gets.
