Mobile can't send texts or make calls ?

My friend got a new phone, and it can recieve texts, but she can't reply or make calls.
The phone is a Nokia 2680 Slide.
When she tries to call someone it says "I'm sorry, your request cannot be processed" - Automated Voice Recording
And texts just do not send.
her service provider is telstra.
Please help ? n_n Thanks ~
